Thank you for your letter of 17 January with which you enclosed a draft of the reply you propose to send to John Chan's letter of 21 October, 1991

I sit on the Scholarship Scheme Board as this office' s representative and we have the second and final meeting on Saturday 25 January to decide on this years scholarships. last Committee meeting, held the week before last, I faced a barrage of questions about the possibility of increasing the FCO contribution to the scheme. Reference was made to John Chan's letter of 21 October and I undertook to have a word with you if in fact a reply to it was still outstanding by the end of this month. Your letter was therefore very timely.

Any arrangements which will allow the Scheme to offer 9 new awards every year will, I think, be most welcome. The Committee decided sometime ago to bid for financial provision for 9 new scholarships a year, with an added financial provision to meet any inflation in maintainence costs in the UK. But I have a slight worry that the sums may not quite add up. Is the late Sir Shiu-kin Tang's bequest large enough to meet from interest on capital alone an increase from £85,000 to £210,000 a year? Subject to your confirmation that there is enough money from that source, then I agree the letter to John Chan should issue without further delay.
