I have been giving some thought to Andrew Hadley's prediction that by 1992 the number of PhD students from the PRC under CTP will be zero. We need to rethink our scheme, and I gave you some initial thoughts in a copy of my letter to Barrie Morgan on 23 February. I wonder if you have been able to consider the proposal put there. Losing Chinese Government funding means losing £3,240 in stipend, as well as international travel fares and other support.
Would you be prepared to consider a fixed rate of support from the FCO for up to 5 students each year (science or arts), the rate to be negotiated between us for a period of 3 years starting Cctober 1992.
This compares with I would propose £3,600 per annum to start with. your present commitment of about £3,900 for each science student. I will then recruit the students from amongst those who have only partial financial support, such as from ORS and other scholarships. In 1988 we had 5 ORS applications from China, 8 for 1989 and 4 for 1990. I am confident that we can attract more applicants, especially now that the Chinese government is ceasing to fund such students. The typical figures for an ORS scholar are as follows:

I intend to ask the K.C. Wong trustees for a sum to match yours (£3,600) and while this appears to give me a surplus of £200 there are two salient points to remember. There is no provision for inflation, and your contribution will be fixed for three years;

shown above is for an ideal case (an ORS scholar) and there will be some who will need greater tuition fee support.
The advantage to you under this proposal is that you will get no more unpleasant and unexpected increases, foryou will know beforehand what you are committed to.
