Dear Sir David,
During my 60 plus years of active community service in Hong Kong, I have been receiving much encouragement and patronage from Her Majesty's Government in the United Kingdom.
As a token of my gratitude and appreciation, I propose to donate a sum of one million pounds stirling (b1,000,000) as a Foundation Fund, from which the interest accrued is to be used for charitable purposes in the United Kingdom, at the complete discretion of Her Majesty's Government.
I should be grateful if you would be so kind as to sound out His Excellency the Governor as to whether my proposed donation is likely to be accepted by Her Majesty's Government in the United Kingdom.
