the Governor are doing in Hong Kong is much appreciated.

The British Government fully supports Mr Patten and his proposals for constitutional development in Hong Kong. have made this quite clear to the Chinese Government.

The Governor has said he is ready to consider alternative ideas, provided that the resulting arrangements for the 1995 Legislative Council elections meet the criteria of being open, fair and acceptable to the people of Hong Kong. In the end it will be for the Legislative Council to reach a decision when the proposals are put to them early next year.
