Thank you for your letter of 24 September enclosing one from your constituent, Mr N Minaur of 19 Kingston Road, Woodbridge, LP12 4AY. I am returning it to you, as you ask.

I am also enclosing a copy of my letter to you of 10 July in which, as you will see, I have already answered the questions Mr Minaur raises about Tibet and human rights.

On the matter of democracy in Hong Kong, the Government's policy is to develop vigourous democratic institutions in Hong Kong which are capable of surviving beyond 1997. The Governor, Chris Patten, set out his proposals for achieving this in his address to the Hong Kong Legislative Council last week. I enclose an extract of the relevant part of his speech, which you might like to pass on to Mr Minaur.
