1. In view of our paucity of information about Labour Party thinking on Hong Kong, it may be worth recording one snippet

from Sir William Harding, who recently attended a lunch

given by Lord Derwent at which both Mr Foulkes and

Ambassador Ma were present.

Mr Foulkes apparently said that an incoming Labour

government would takeover 95% of the present government's

policies towards Hong Kong as they stood. The exception was

democracy, where they favoured a faster pace. Ma had apparently not commented on this.

Sir William added that someone else around the table had

mentioned independence as a theoretical option for Hong

Kong. Ma (who was clearly on emollient form) had

acknowledged that this was a theoretical option but not one

which China favoured.
