1. I attach a short brief for this meeting, in the light of the minute from Mr Graham of the FCO (copy attached for those who have not seen it.

I hope that the background is pretty much self- explanatory. I believe that we will have to play this whole issue very carefully now that it has emerged that Cathay Pacific are encouraging China Southern to order the B777 rather than the A330. About this time last year, AI was accusing HMG of inducing Cathay Pacific to purchase Trent- powered B777s instead of the A330s they already have on order (the aircraft Cathay are now ordering are supplementary to, rather than instead of these). No doubt similar accusations are likely to emerge now in relation to China Southern, particularly if it becomes known that HMG has been in contact with Cathay in recent weeks.

Please inform me of any further contacts with Cathay or the Chinese, so that I can provide an appropriate brief.
