with the kind of deal we envisage (preserving existing
rights to fly to Taiwan, in return for telling the Chinese
what Fights are contained in current Hong Kong ASAS, and
undertaking to consult them on new rights).

Lord Caithness has approved the appointment of Swire
Properties as Executive Project Managers. They are now
working with us to develop an architect's brief.

It would be interesting to have Sir Adrian's impressions on Chinese investment in Hong Kong. CITIC (a Chinese-state
agency set up in 1979 to handle Chinese investment overseas,
and now one of the territory's largest investors) has a 12%
stake in Cathay Pacific, and 38% in Dragonair.
Chek Lap Kok: aircraft maintenance franchise
7. It is just possible that Sir Adrian Swire may mention this subject (although it is not a matter for HMG). Aircraft maintenance and repair will be one of the four important franchises (the others are cargo, catering and fuelling) to be awarded at Chek Lap Kok by the Airport Authority: all will be open to competition. Mr Richard Allen, Chief Executive of the Provisional Airport Authority has said publicly that he thinks more competition than at present for the new airport franchises would be beneficial. At Kai Tak a Swire Group subsidiary, the Hong Kong Aircraft Engineering Co (HAECO) has an exclusive franchise to perform aircraft maintenance and repair work.
