Dear Miss Lau,

Thank you for your letter of 6 January which provided us with your views on the proposed IAEA seminar. Let me address it point by point.

2-5. The dates 21-22 May would be best for the IAEA, for several reasons, even though your recent telefax has asked us to change the dates to 18-19 June. First of all, the Director General's schedule is such that he would be unable to head the Agency's seminar if it were held in June. It would also be difficult to get speakers during the summer. Furthermore, the Agency's OSART team will be at Daya Bay earlier in May and would be able to make a presentation on their findings, which could be quite interesting as well as helpful. However, there is another Agency concern about your proposed June date that I feel I must address.

As you may know, the IAEA regional media seminars are educational only. We have to be most circumspect in this regard, and ensure speakers are simply providing information on nuclear issues and not promoting nuclear power, either generally or specifically. We must not appear to advocate this source, even though the speakers may present the facts in a way that is positive to nuclear. The Director General's directions to me have been quite clear on this matter. Otherwise, the IAEA could lose its credibility. Therefore, I feel it would be inappropriate to hold the seminar is conjunction with the fuel loading at Daya Bay. For the same reasons, I think it is important to continue working through the United Kingdom's mission to the IAEA as much as possible.

The suggested exhibition and the optional tour sound interesting. I do hope GNPJVC agrees.

If you will provide us with the names of speakers from the Chinese Government, we will be pleased to invite them to speak.
