I should be grateful for any comments on the draft as soon possible,. preferably by early afternoon, tomorrow, 29 May. If addressees are content with the basic overall shape, this can be submitted to the President for his approval and worked up into a fuller text (I understand from Ms Chambers President
that the is unlikely to focus on that until very close to the event).
I should be grateful if Mr Ricketts would comment on the more "political" aspects of the draft and let me have a full text covering those areas for which he is responsible by close on June.
