Background

I understood from a chance conversation with Mr Meadway late on 5 June that you had written to me on 4 June with comments on the draft outline of this speech which I submitted on 1 June. Your minute has not been received by me, nor by copy addressees within this section, nor by Mr Warrick to whom I have spoken.

Using Mr Meadway's copy I have however now worked up a full text incorporating the President's comments. You suggested that this should be submitted through Mr Warrick to reach you by close today. Mr Warrick has told me that he is spending today working on the UDM speech. However he will be available tomorrow to do further work on the speech should you require it.
