unlikely that the Minister is required personally to consider it. But each case should be considered on its merits. It is not safe to draw hard and fast rules.
4. In the case of the Exchange Fund Ordinance, you have explained that the last time Hong Kong asked for similar approval in 1983, the Secretary of State was not approached and his approval was simply given by officials by means of a telegram. I think the same could be done in this case.
