I assume that this is under Section 362(1) Companies Act 1985 which permits a UK company to have an overseas branch register of members resident in the overseas country.

The list of countries in which a UK company can have an overseas branch registrar is contained in Part I Schedule 14 Companies Act 1985. Hong Kong is not on this list.

Her Majesty has power under the Foreign Jurisdiction Act 1890 (Section 362(4) of the Companies Act 1985) or under Section 362(5) Companies Act 1985 to extend the territories in which an overseas branch register can be set up by an Order in Council and the extension can be to any territory over which Her Majesty has jurisdiction or under Her Majesty's protection
