We agree with your paragraph 4 as far as it goes. in our view it is for the Asian Development Bank, not the government which is hosting the Annual Meeting, to decide who should be invited as observers to the Annual Meeting. The host government would have an interest only if there were a risk of known terrorists or political undesirables wishing to attend an international meeting on their territory, a contingency which is not likely to arise in
