I attach a suggested draft reply to Hong Kong telegram no.862.
2.
You will note that I have drawn on your minute of 7 February. I have not however included the information about debts owed to two banking syndicates headed by Morgan Grenfell and ANZ, since this information does not seem to be relevant to the present discussion. As you know, I consider that Hong Kong has little or no locus standi in the matter of observers at the ASDB annual meeting; I have included this point in the draft telegraph.
3.
I should welcome your advice on the distribution of my telegram. Is it really necessary to give it such a wide distribution as that which was given to Hong Kong telegram no.862?
