Mr Peter Freeman, Head of the ODA's International Division and Alternate Governor for the UK at the Asian Development Bank, will be leading the UK delegation to the Annual Meeting of the Asian

I shall accompany him. Development Bank in Hong Kong next week. will arrive in Hong Kong on the afternoon of Saturday 2 May.

Mr Freeman would very much like to have a meeting with Mr Macleod or one of his deputies to discuss a number of issues concerning Hong Kong's present and future relationship with the Asian Development Bank, in particular Hong Kong's membership status after 1997. I should be very grateful if you could arrange a meeting and let me know as soon as possible where and at what time it will take place. Mr Freeman will be staying at the New World Harbour View Hotel. Unless the meeting can be arranged for Sunday 3 May, the best time from Mr Freeman's point of view would be at 12 noon on Monday 4 May, before the luncheon which Mr Macleod is to host at 1.00pm on that day. Alternatively the meeting could be immediately after the luncheon, although this would be rather less convenient for Mr Freeman since he will be taking part in a constituency meeting at 2.30pm.

I should mention that Mr Freeman will be seeing the Alternate Governor for China, at the request of the latter, at 5.45pm on the same day. He considers it essential that the meeting between him
