necessary. For example, we have successfully obtained extra
export credit cover despite having to argue in a separate
context for Treasury understanding over HMOCS and banking
issues. I do not think that we should make a regular practice
of sending you copies of internal correspondence, but I am
faxing to you two minutes from the Secretary of State to the
Chief Secretary on the subject of HMOCS which will, I think,
give you the flavour of the support you are getting. I should
add that both minutes have issued at times when the Secretary of
State has been quite inordinately hard pressed, and when I would
normally have expected considerable resistance to a Whitehall
battle on issues of considerable technical complexity.
