General Objectives

(Open) To ensure that FCO officials are fully up to date on key Hong Kong economic and financial issues with a UK
and/or Chinese dimension, in order to be able to brief Ministers as required, notably in case of any changes following the General Election, so that HMG can maximise the effectiveness of its support for Hong Kong's prosperity and stability on a basis of economic and financial autonomy.
(Private) To initiate a dialogue which may help avoid any repetition of the airport crisis, where, partly as a result of insufficient economic analysis in Hong Kong and insufficient political and economic consultation with London, HKG decisions about a desirable but inessential project threatened to jeopardize confidence and the
prospects of a smooth transition in 1997.
Specific Objectives
the nature and timetable of
1. To identify/possible problems on the airport project and ways forward if the Chinese make difficulty or if lenders require more Government commitment than currently envisaged.
2. To discuss latest HKG thinking on investors' concerns about validity of contracts and franchises spanning 1997 in light of:
(a) recent Eximbank visit to Hong Kong
(b) CLP scheme of control agreement and any investor
approaches to Chinese JLG office
