HONG KONG CONFIDENTIAL FINANCIAL DIALOGUE

I hope you will already have received your copy of Hong Kong telno 124, but I enclose another for ease of reference.

We are telling Hong Kong and Peking that we are happy for the next round of talks in this dialogue to take place in February but that they should not yet discuss agenda items with the Chinese.

I should be grateful for any comment you, Chris Elston and Simon Broadbent may have on the items proposed for discussion. In particular do you see any disadvantages to the proposal to publish annually the size of the Exchange Fund, eg given the uncertainties in Hong Kong over the next five years? If so do you agree with Hong Kong that the advantages outweigh the disadvantages?
