VISIT OF RACHEL LOMAX
Having agreed the dates for Mrs Lomax's visit, we have now run into a snag.
The Treasury have decided that she has to be in London during the pre-election period after all. This means that she will not, unfortunately, be able to come to Hong Kong in the week beginning 16 March.
Both she and Nigel Wicks, with whom I have discussed it, are very sorry about this change of plan, and are keen to reinstate the visit at the earliest possible opportunity. You suggested that the next convenient dates for you would be in any of the weeks from 13 April onwards. She could not manage the two weeks either side of Easter, but would be better placed thereafter. Would you like to suggest what would suit you best? I should add, though, that she will not be able to agree the dates finally until after the election assuming it is, as everyone seems to expect, on 9 April.

If you think this timetable is too relaxed, we might be able to suggest one or two alternatives to Mrs Lomax with as much, indeed more, experience of UK public expenditure planning. However, she has a unique combination of public expenditure and economic expertise (which is why she is being chained to her desk in Whitehall), and my advice would be to wait for a few more weeks in the hope that she will be available reasonably quickly. Either way, I await your instructions and will be glad to see what can be done.
