The estimated budget outturn for 1991/92 is a surplus of 2.2

per cent GDP, about 2 per cent more than the budget estimates.

This represents a quite substantial deflation and has undoubtedly kept the lid on inflation during the past year. A fiscal expansion of 1.5 per cent GDP is planned in 1992/93 lowering the surplus to 0.7 per cent GDP.
