DTI also commented that Hong Kong are the most hard-headed and effective players in the GATT game, and can be relied on to exploit any loop-holes in the GATT rules to minimise the damage from MFN withdrawal. I am sure that they are looking at all the possibilities in Hong Kong. They did not show much of their hand in their reply to our recent telegram. When we round-off the correspondence by replying to Mr Meyer in Washington, we can try to smoke them out a bit more on whether there are any steps they can take within GATT rules to limit the damage.
