2. Our Embassy in Washington have already begun exploring with Clinton's team the prospects for an early meeting between the Governor and President Clinton. The Governor has now gone into print (Hong Kong telno 2886). Some of our thoughts on the way forward, focussing mainly on MFN/China are set out in the attached submission (put up before receiving your minute). As this makes clear, we have recommended that the Prime Minister raise the question when he next speaks to President Clinton on the telephone (during Mr Major's visit to the US). This is scheduled to take place at about 1900 our time on Friday 18 December. I attach a copy of the briefing checklist which we provided for the call. There will of course be many subjects and little time to get through them all, so Washington will continue to follow this up with Clinton's team in parallel.
