A CLINTON ADMINISTRATION

1. At its meeting on 21 October the Policy Advisory Board looked at the attached paper on a Clinton Administration and its possible implications for the UK. The paper is based largely on reporting from Sir R Renwick in Washington.

2. The Board broadly accepted the analysis, but thought the conditions tended to understate the problems which a Clinton Administration could cause us.

3.

I recommend that we send the paper with a covering letter to No 10 so that the Prime Minister has the opportunity to see it over the weekend before the election. A draft letter from you is attached. It reflects the gloss that came during the Board's discussion.
