Mr Meyer (Washington) wrote to Sir J Coles on 14 October about Clinton's likely approach to renewal of MFN for China.

Since Mr Meyer wrote, we have had several rounds of telegrams which have helped to clarify thinking. Washington
have now sent us more detailed thoughts on their lobbying
strategy (Washington telno 2497) with which Hong Kong (their
(94) telno 2720) and we are generally content. I submit a draft
reply from Sir J Coles to Mr Meyer pulling the threads
together briefly. This emphasises (not least for Hong Kong's benefit) the need to have our position prepared in the event
of legislation coming forward.

recording Sir R Renwick's comments by telephone. He is
concerned that the Governor should not make a call on
President Clinton a precondition for visiting Washington. belives this is unrealistic, particularly as early as
