Senator Paul Simon has written to the Prime Minister
expressing support for the Governor's proposals on democracy.
2. The Private Office suggested a reply from Mr Goodlad. Given Senator Simon's eminence, and the supportive way in which he has written, I recommend a reply from the Secretary of State. I have taken the opportunity to include a paragraph on the MFN issue. The draft has been cleared with Hong Kong and the Embassy in Washington.
