Richard Gozney sent you a copy of Stephen Walls' letter of 21 November recording the Prime Minister's discussion with Ray Seitz. You will see that we have been asked for advice on the idea attributed to Mr Patten that Chinese treatment of Hong Kong might be listed as one of the conditions for MFN renewal.

2. This seems to us a lousy idea. Indeed I wonder whether the Governor has been misquoted. I enclose a draft PS letter setting out our thoughts. Does this seem on the right lines to you?
