Reich assembled the campaign team of economic advisers plus a few new names (eg Chris Edley, a black law professor at Harvard) in Little Rock on Tuesday. They had been sent off to gather more information to allow a detailed economic plan to be drawn up, with the aim of offering Clinton specific policy options, eg a choice of three different investment tax credits. The economic summit in mid-December (new re-named the economic retreat) would play a minor role. The Clinton team now intend to invite only friendly witnesses.

Reed how much needs to be done to bring the deficit under control. insisted that measures must be introduced now to deal with the deficit, rather than putting it off to the future. Some of the campaign promises could be scaled down. For example it was not necessary to spend as much as $20 billion in the first year on Infrastructure. The economy could not absorb this as well as the speeded up expenditure ordered by Bush. Sperling was suspicious of Darman's proposal to produce a bare-bones budget.
This could
indicate that he intended to make things as difficult as possible for the incoming team. They were concerned that the deficit would turn out to be larger than expected.
Foreign Policy
15. Soderberg will let us know the names of the cluster members on Friday. Not all of them have been told yet. There will be about 15 people covering State, NSC, DOD, AID and the intelligence agencies. There will be liaisons in each department. Berger will be both head of the policy team and head of the cluster. She envisaged a large number of Hill staffers taking jobs in the Clinton State Department.
