I have spoken to PS/PUS about the attached draft letter, which I should like to send to The Times to add a personal view to the debate about Hong Kong. He told me I would need PPD's clearance before sending anything off (and warned that this was rarely given).

The attached draft is not critical of government policy, and contains as much a message for the Chinese as for Sir P Cradock (whom I worked under in Peking). PS/PUS hinted that it might even find some sympathy in official corners. could you let me know if I can send it or not?
