Following another round of inconclusive consultations held from 19 to 21 August in Beijing, the USTR published on 27 August 1992 a preliminary list of Chinese products to be subject to retaliatory tariffs of up to 100%. The list covered a wide range of products accounting for some US$3.9 billion of Chinese imports into the US. The public was given 30 days to comment on the appropriateness of the USTR's proposed retaliatory list.
13. Separately, the New China News Agency in Hong Kong reported on 9 September that China was contemplating a possible counter retaliation against imports from the US amounting to US$4 billion. In the mean time, the US and China continue to hold consultations and an agreement between the two sides is still possible before the 10 October 1992 deadline.

An initial assessment on the impact of the US preliminary retaliatory list on Hong Kong is set out in the Annex to this paper.
