The US and China have recently resolved their trade conflicts (posible

of Special 301 over Intellectual Property Rights.

The Prime Minister could say

he welcomed this agreement, averting a trade conflict

between the two countries. He could add that we remain

concerned about China's MFN status, because of the damage

loss of or attaching conditions to the status could cause to

Hong Kong's economy. The Prime Minister could thank President Bush for his understanding of Hong Kong's position and say that we shall continue to lobby Congress

energetically.
