If Congress wishes to challenge the President's renewal of MFN, it may do so by
introducing a Joint Resolution of
Disapproval (JRD), before 31 August. The
JRD is subject to Presidential veto and
Congress has only 15 days to override it.

Although the Congress can introduce bills setting conditions for renewal at any time,
they are most likely to do so during the debate on renewal in July/August. bills will work their way through Congress in the usual way (ie through sub-committee
hearings, votes in both Houses, and
reconciliation of any differences between
House and Senate versions. There is no
timetable for such bills, although any outstanding at the end of the session
(October/November) automatically die and
new ones will have to be introduced for
1993. These bills are subject to
Presidential veto.
