1 We were interested to see the record of your conversation with Mr Chau about China's reaccession to GATT, in particular that China would still be subject to annual reviews by the Americans of its MFN status.

2 It may be helpful to record that we do not share Mr Chau's intepretation of the status of the limits on China's MFN treatment by the USA. Rather it depends first on the terms of China's GATT Protocol of Reaccession how this point is to be resolved. In the unlikely event that Jackson-Vanik restrictions to China's MFN status are not specifically regulated in the Protocol the Chinese would be able to pursue their right to MFN treatment from the Americans through the GATT disputes procedure.
