Yeung mentioned three particular points - definition of the public sector, a defensible basis for deciding how big it should be, and improving public expenditure forecasting. is somewhat preoccupied by the new problem of planning and allocating spending in a much more political atmosphere than hitherto. I agreed to have a first shot at some possible terms of reference, which I will send to him. If he is content, he would then propose them to us. We shall have to involve John Anson in this at some stage. I attach a first draft. Have you any comments?_
