Thank you for your minute of 29 May, giving us the chance to comment on your draft terms of reference for Sir John Anson's visit to Hong Kong to look at public expenditure planning and control systems.

The coverage of these terms of reference looks right. key point from my perspective is that the result of this exercise should be to sustain the improvement in HKG/Treasury relations which you have engineered over the last year or so. It is a good idea to arrange that the terms of reference should come from HKG. You might look at them again to see whether it is possible to eliminate any flavour of Treasury nannying of Hong Kong: perhaps an introductory point about the team giving advice, taking account of Hong Kong's special circumstances, etc might be worthwhile. Would it be worth building in something suggesting a continuing dialogue with the Treasury on these questions?
I have no other comments on what looks like a thoroughly useful exercise.
