COCOM: HONG KONG: EXCHANGE OF LETTERS WITH THE AMERICANS

1. Sir David Ford has written to Mr Burns acknowledging receipt of the COCOM policy paper and comment on the next steps. I attach a draft reply.

I also attach Ambassador Wendt's reply to Mr Burns' letter. Ambassador Wendt has written in similar terms to Hong Kong in accordance with the arrangement which was earlier agreed. The Americans made some last minute non-substantive amendments to the text which were agreed. This exchange now satisfactorily concludes this phase of the operation relating to the maintenance of Hong Kong's COCOM controls. We are committed to consultation with the Chinese about the maintenance of these controls post transition and our reply to Sir David Ford agrees with his proposal that Hong Kong should now consider the way forward to these consultations.
