2. I agree that as a first step we should now start to consider proposals which can in due course be put to the Chinese. I am grateful for your offer to set this in train and look forward to receiving a paper in due course. Will you be involving UKRep JLG in thinking about timing and tactics for eventual discussion with the Chinese? Perhaps this could usefully be included in the paper
