I spoke to Price (Office of coCOM Affairs, State) on 28 April about the publication in the Federal Register of a rule change extending to Hong Kong the licensing benefits agreed in the recent Exchange of Letters between the UK, the US and Hong Kong.

Price told me that the proposed rule change had now been through all the necessary bureaucratic hoops, and had been delivered to the Federal Register for publication. He understood that it would be published on May 4 or 5. He added that he was relieved by this: he had not been relishing the idea of visiting Hong Kong on 11 and 12 May, and having to explain to UK and HK officials why the rule change had still not been published!
