Thank you for your letter of 21 addressed to Ricky Fung. Ricky is in fact Deputy Director-General of Industry!

We were able to take the opportunity of the joint US/UK inter-agency visit to Hong Kong in May to have some preliminary discussion with Barbara Phillips of UK DTI and other UK colleagues on possible post-1997 COCOM arrangements for Hong Kong.

Our thinking and that of UK DTI is that the next step should be to hold further discussions on the issue in the autumn in London,

in London, involving both UK DTI and the relevant FCO departments.

We would prepare an options paper for that meeting.

On timing, we would like if possible to hold this meeting just before or just after the next COCOM Sub-Committee Meeting in Paris, for which the Hong Kong line-up will be similar. The dates for the COCOM meeting have not yet been fixed. Once they are, we will contact you with suggested dates for a meeting in London.
