REQUEST BY THE GERMAN AUTHORITIES FOR DELIVERY VERIFICATION CERTIFICATES (DVC's) FROM A HONG KONG COMPANY

Dear Mr Ho,

I attach copies of papers relating to the shipment of goods from a German company, H3W- Elektronik GmbH, to Osprey Company Ltd in Hong Kong in 1990.

The German company has been unable to obtain a Delivery Verification Certificate from Osprey and the matter was raised with the UK Government via diplomatic channels last year.

The Department of Trade and Industry from time to time deals with similar cases where goods have been imported into the UK and no Delivery Verification Certificate has been provided. Staff here attempted on three occasions to contact Osprey in line with this procedure, to no avail. On reflection it is clear that it would have been more appropriate for us to refer the case to you immediately. I apologise for passing the matter to you for your attention at this late stage.

I would be grateful if you could investigate why Osprey is unable or unwilling to comply with the German requests and if necessary put pressure on them to do so. If it is no longer possible to obtain DVC's, the company can send their German exporter a signed statement detailing the goods involved and confirming date of receipt in Hong Kong. As you will appreciate it is very much in the company's interests to comply as the Germans will be unlikely to licence further exports to them in the future until this is resolved.
