Delighted to have had the opportunity to talk to the Governor.
We have discussed a wide range of issues relating to Hong Kong including the Governor's proposals for constitutional
development.
We want to provide the maximum possible continuity for Hong Kong when sovereignty is transferred in 1997. But Hong Kong is a dynamic society. It cannot stand still, either politically or economically, if it is to maintain its vitality.
Governor's constitutional proposals, which are entirely consistent with the Basic Law, take full account of these basic principles and realities, and reflect widespread consultation of opinion in Hong Kong.
I am very encouraged by the support which the people of Hong Kong are giving to his proposals. Last week Legco passed motion of general support for Governor's proposals. Opinion polls very positive. Hang Seng calm.
Took the opportunity today to reiterate the Government's firm support for all that the Governor is doing, and for the electoral proposals he had made.
Hope these can be discussed calmly. If China has alternative ideas, let's hear them.
We also discussed the airport; the two Prime Ministers agreed a year ago that Hong Kong needed a new airport. That remains the position. All agree that Hong Kong needs a new airport if it is to remain an international trade and financial centre. Have done our very best to take account of Chinese problems with financing arrangements. We and the Governor want to continue to work within the Memorandum of Understanding to make as much progress as possible.
