My impression is that the Governor's main source for Canadian government policy is John Higginbotham, the articulate and influential Canadian Commissioner in Hong Kong. As a former head of External Affairs Planning Staff, Higginbotham is well able to put into a reasoned form the instinctive support expressed by Mulroney and McDougall. think that other officials in the Department of External Affairs in Ottawa may be rather more nervous about the consequences of sustained Chinese opposition over Hong Kong. But none of that became visible to the Governor while he was here. The local Hong Kong communities across Canada gave the Governor an enthusiastic reception. But he was at times subjected to quite searching questions by the Canadian media.
