This would be worth discussing with the Governor when

he is in London next week.

2.

Since he already has powers to block unacceptable

legislation by LEGCO and since there is no clear evidence

that UDHK are thinking of mounting such a challenge, I see

absolutely no advantage in precipitating the issue by

eg amending the letters patent.
