1. I have just seen a copy of Peter Cobb's letter of 16 December to you about the conference to mark the 40th anniversary of Her Majesty's accession to the throne to be hosted by the CPA UK branch. Mr Cobb says that 50 parliamentarians from most Commonwealth countries will be invited to attend the conference. I hope that

parliamentarians from all our dependent territories will be invited as a matter of priority. Our smaller DT's (some with legislatives with as few as seven elected members) benefit disproportionately from exposure to CPA activities of this kind. In terms of our Foreign Policy objectives and good government it is important that we do what we can to bolster and encourage these micro-parliaments to maintain standards (which sometimes, regrettably, slip). We are of course open to criticism from others whom we urge to take good government seriously when our own DTs fail in this way. I hope therefore that our DTS can be given precedence over other Commonwealth members.

2. I suspect that other geographical departments with inhabited DTs will share this view and have copied the minute to them.
