1992 COMMONWEALTH FINANCE MINISTERS MEETING: BRIEFING AND DRAFT SPEECH
This letter commissions briefing that will be needed in addition to the Annual Meetings briefing commissioned in my letter to you of 10 July for the Commonwealth Finance Ministers (CFM) meeting in New York on 16 to 17 September. We have not as yet received the usual discussion papers, but depending on their content, and other developments including the arrangement of bilaterals, may be necessary to commission further briefing at a later date. This letter also commissions contributions to the Economic Secretary's speech at the CFM.

The list attached at annex A sets out the briefing needs that we have identified at this stage and allocates briefing responsibilities and interests. You will see that it includes briefs on the environment after UNCED and on enhancing private investment flows. These may overlap somewhat with briefs already commissioned for the Annual Meetings (my letter of 10 July) on FDI and the interaction of environment and development policies, and it my be simpler to extend those briefs the CFM themes rather than writing separate ones - I leave it to the authors' discretion.

Would those responsible for the briefs please ensure are cleared with all other interested parties, including the us in relevant Treasury divisions, prior to submitting them to final form.
The country briefs may need to be turned into bilateral briefs, including biographical background, if bilaterals with delegates from those countries are arranged. Bill Guy is writing separtely about country briefs for the Annual Meetings CFM.

It would be helpful if briefs could be as concise as possible and adhere to the standard format of objective, line and background. An example from last year is attached.
