The final proofs of this report are now being prepared for printing and publication in the first week of March, as agreed. Since this report contains figures which will not be released in Hong Kong until the Budget speech on 4 March,

we are aiming to publish (both in London and Hong Kong) on Friday 6 March, when the Report will be laid before the House in the usual way. On past occasions we have drawn

attention to this by means of an inspired PQ in both Houses of Parliament. We plan to do the same this year.

2.

Publication in Hong Kong will therefore occur during

Lord Caithness' visit. The Minister will want to be aware of this. He may wish to consider drawing attention at some point to the fact of the Report's publication while he is in Hong Kong. The Report itself is a mark of continuing Parliamentary interest in the future of the territory, and

the foreword by the Secretary of State expresses the importance which the Government attaches to our

responsibility for Hong Kong.
