the terms of
Joint Declaration and the Basic Law remained the
priority of Her Majesty's and Hong Kong Governments. In his
annual policy address the Governor announced on 7 October 1992 a constitutional package with the following objectives:
(a)

to ensure that Hong Kong has a vigorous and
effective Executive-led government which is
accountable to the legislature;
to broaden the participation of the community
in the conduct of Hong Kong's affairs; and
to devise arrangements for the elections in
1994 and 1995 which command the confidence and
the support of the community.

The
constitutional package
consisted of two major
categories of items:
(a)
immediate measures
to make
Hong Kong's
representative institutions more effective and
more accountable; and
(b)
proposals
relating to
the
electoral
arrangements in 1994/95.

In respect of the first category of items, the
non-official membership of the Executive Council and the
Legislative Council was separated. The separation enables
the two councils to perform and develop their different
constitutional roles more effectively. The Executive Council
now comprises independent members of the community
distinguished in their own fields and a number of senior
officials.
