Amendments to Audit Ordinance
You will have seen my letter of 1 December to Bridget Paris on our plan to amend the Audit Ordinance as a result of the Governor relinquishing his LegCo Presidency.
As
you may be aware, regulation 267 of the Colonial Regulations provides that the Director of Audit
shall address his report "to the Chief Secretary for the information of the Governor.
The report shall be laid before the Legislature and a copy shall be transmitted by the Governor to the Secretary of State." The same regulation further provides that "in transmitting a copy (of the report] to the Secretary of State the Governor shall comment on any matters in the report which he with advantage be dealt with at this stage. A copy of the Governor's despatch shall be laid before the Legislature."
