AMENDMENTS TO LETTERS PATENT OR ROYAL INSTRUCTIONS LIKELY TO BE NEEDED FOR GOVERNOR'S CONSTITUTIONAL PROPOSALS
1. We have been thinking it would be useful to have a clear idea which of the Governor's recommendations, for inclusion in his address to LegCo on 7 October, will require amendments to either the Letters Patent (LP) or the Royal Instructions (RI). (I attach Hong Kong telno 2183 for ease of reference).
2. As far as I can see, most of them will not require such amendment. The only one I have identified that will is the provision for LegCo to elect its own President (RIXX1). The other amendments needed would be to revoke all references to appointed members of LegCo (RIX111, X1V, XV1, XV11 and XV111).
3.
Do you see any problem with the Governor appearing in LegCo as Governor rather than in his capacity of President? I should be grateful for your views on these, and any other points that occur to you.
