GOVERNOR'S CONSTITUTIONAL PROPOSALS: SINGAPOREAN REACTIONS
1.
The Governor's policy speech on 7 October was, as you would expect, reported at length in Singapore. I thought you might be interested to see the attached editorials, together with a report of some generally positive comments by Lee Kuan Yew.
2.
On balance the reaction in the English press has been favorable, although you will see that the "Business Times" took a rather churlish and not particularly constructive approach (we shall endeavour to put them straight as opportunity arises). "Lianhe Zaobao"'s reaction no doubt reflects the attention paid by the Chinese Embassy here to the views of the main Chinese language daily.
3. Other than the remarks by Lee Kuan Yew, there has been no reaction from the Government. The High Commissioner wrote to the Foreign Minister as soon as the speech was delivered to explain the thinking behind it. But Wong has been travelling extensively since then, and has yet to comment. We shall, of course, keep in touch with the Singaporeans on all this.
